Task 1 — Bài mẫu (Band 6.5)

The two pie charts compare the purposes of air travel in Country X in 2003 and 2023, during which time the total number of flights increased dramatically from 85 million to 210 million.

Overall, there was a significant shift in the main reason for air travel over the 20-year period. Business travel, which was the dominant purpose in 2003, was overtaken by holiday and leisure travel by 2023.

In 2003, business accounted for the largest proportion of air travel at 40%, followed by holidays at 32% and family visits at 18%. Education and medical travel made up relatively small shares of 5% and 3% respectively.

By 2023, the pattern had changed considerably. Holiday travel had become the primary reason for flying, rising to 42%, while business travel dropped significantly to 22%. Family visits remained relatively stable at 20%. Both education and medical travel saw modest increases to 8% and 4%, and the proportion of other reasons doubled from 2% to 4%. It is worth noting that despite the decrease in its share, the actual number of business flights still grew substantially due to the overall increase in total flights.

The question of whether university education should be funded by the government or by students themselves is a topic of ongoing debate. This essay will discuss both perspectives before presenting my own view.

Those who advocate for free university education argue that it promotes equal opportunities for all members of society, regardless of their financial background. When education is free, talented students from low-income families can access the same quality of learning as their wealthier peers, which helps reduce social inequality. Furthermore, a more educated workforce benefits the entire economy through higher productivity, innovation, and lower unemployment rates. Countries such as Germany and Norway, which offer free or heavily subsidised higher education, have demonstrated that this model can be sustainable.

On the other hand, opponents argue that free education places a heavy financial burden on taxpayers, as governments must allocate substantial funds to universities that could otherwise be invested in healthcare, infrastructure, or primary education. Additionally, some believe that students who pay for their own education tend to be more motivated and committed to their studies, as they have a personal financial stake in their academic success. There is also the argument that not all degrees lead to high-paying careers, and it may be unfair to ask all taxpayers to fund courses that offer limited economic returns.

In my opinion, while completely free education may not be feasible in every country, governments should ensure that financial barriers do not prevent capable students from attending university. A balanced approach, such as offering scholarships based on merit and need, combined with affordable student loan schemes, would allow access to higher education without placing an excessive burden on public finances.
